Can you please point me to somewhere where we can find even the most basic information about V3 and what had changed / improved?

I am feeling rather inadequate because I can't find where you have put the release notes on your web site. ?(

In that changelog file (as has been mentioned before here I think) it just says

I donwload Palo 3.0 Excel-Addin with local server. It has version 3859.
