2 pretty similar rules: one does, the other not...?

I got the 2 following rules:

First rule (Darlehen) works for PALO2.5
Second Rule (Anzahl) doesn't work in PALO 3.0

Is that a Version-Problem or do I not see my mistake?

I hope the german language in the dimensions and elements won't be a Problem...

There seem to be several rule-problems with PALO 3.0. Should be working with PALO 3.1
